On the issue of definition and perspective of noocracy transit

Scientific-technical revolution of XX century has fundamentally changed the habitat of people. The mind created the noosphere – the living space, which substantially differs from the conditions, in which humanity has been evolving during millions of years. In the new living space the new rules of survival have appeared. They didn’t stop, but accelerated evolutional process in planetary measures.

The political ideologies appeared as a natural reaction. These ideologies propose variants of harmless high-technological society management. One of them is ideology of noocracy, which is a political component of the study of the noosphere. The term “noocracy” is introduced to scientific circulation to indicate the new stage in the relations between humanity and nature. Noocracy – (Greek noos, mind, and Greek -kratia, authority) represents a type of a political structure or social society system based on the human mind priority.

In the wide sense it is a complex of theoretical philosophical conceptions which substantiate the evolutional necessity of the transition from democracy to the more perfect form of government policy – the authority of intellectual elite with rational thinking, which serves the main guiding power of the scientific-technical progress and socio-economic prosperity of the society.

It is presumed that noocracy is the alternative of democracy, which can overcome the shortcomings of democracy as the management system of the political regime.The methodological problem of managing the power of mind consists of the development of the mechanisms of realization of the public administration , the forming of governmental authorities on the basis of noocracy proach.

There were made some attempts to describe noocracy as the new system of dominion of mind in the existent approaches to noocracy management, but at the same time the concrete mechanisms of it’s realization weren’t suggested.

The declaration of noocracy as the perspective of the social system of globalized humanity, clearly defines the natural vector of the humanity progress. We imagine the development vector of the noocracy management consists of two levels: first one consists of the development of the theoretical-methodological base of mechanism of implantation of noocracy management; second one consists of the cognition of the person himself and on the basis of the knowledge about himself, the investigating of the natural borders and possibilities of the human essence realization.

Concerning the question of the development of the mechanism of realization it seems that it is impossible and inappropriate to avoid the democratic procedures of forming of high power, it means the ones which will be forming by the election, by those who will develop, evaluate and make the final decisions.

As far as the second necessary orientation, the human mind with the help of which the information is being processed into a human activity, the determinative effectiveness of the adaptation of the human being to the environmental changes, always defines social relations within the society in the process of communication in the period which equals the human being life cycle [5]. From this point of view we can explain the survivability of the noocracy as a state regime, which can be developed by increasing the quality of the decisions which have been already taken on the basis and considering the accumulated experience, results and consequences of the realization of the previous decisions into life.

Drawing the analogy of mind that the bioshere tranfers to the new condition under the influence of the scientific mind and human labour– the noosphere, we can suppose that the democracy managing will change into the noocracy under this influence. At present it sounds like a warning from Vernadsky, who noted that state formations, which don’t admit the equality and unity of all people, make an attempt to stop their stampede developing not restricting themselves in means, but we can hardly doubt that these visionary dreams can’t come into reality. As the scientist said “sooner or later it will fatally have influence bacause the creation of noosphere from the biosphere is the natural phenomenon, deeper and more forceful in it’s base than the human history. It requires the humanity to prove its unitary.”

The main paradigm of noocracy approach, according to which noocracy managing solves the problem of non-differentiation of the society, but its integration on the basis of the life imperatives which have been put forward by time, it is the base and it proves the necessity of implantation of the mechanisms of the public administration, which can fix up this result.

With the aim to achieve maximum effect for the whole society altogether, using the minimum amount of resources, the arrangement of conditions is needed, with the help of which only those decisions will be realized, which will have the maximum effect for the major part of the population, and which will be a reliable base of the consolidation of the whole society, it’s maintenance and those which will be received by it. So those, who make decisions, who accept them and realize and those, who have interest in such realization of ruling should be united on the basis of life categorical and functional imperatives. Categorical ones involve the exclusion of the global nuclear war, prevention of anthropogenic disasters etc. Functional imperatives can be classified according to the domain of people’s life: ecological, economical growth, development of the tehnology and techniques, full using of the resources, including labor, fair division of productive public fortune, conservation of cultural heritage, educational, preservation of health as physical, moral, psychological etc.

We agree with the fact that procedures and rules of the noocracy can be methods< procedures and rules of scientific searching, but that the results of that investigation can be accommodated during the development and the adoption of managerial decisions without given political juncture into account it seems unreal to us and we have a little chance as to being introduced to the public administration and society control.

Another important methodological problem which has a practical value is the definition of the subjects of the identified social problems, production of the scientific methodology, definition of the rules and procedures of the development and selection of optimal solution. The challenge is that the mechanisms for solving multidimensional problems are needed to be developed, most important of which are: who and how will determine the need and priority of issues, with the help of what resources and which models will help solve the problems or necessary questions, who will examine expertise of evidence-based decisions, what will be the noocrative decision-making procedure and implementation of legislature as the process of realization of public interests.

It is considered that the formation of the legislative body of professionals who are experts in law and at the same time the experts- who are the carriers of ideas which have primary scientific expertise could be solved by legislation establishing the educational qualification and qualification of candidates for the legislative body.

Making decisions based on specially made science-based program which was made in advance, in accordance with the multi-criteria evaluation, in the case of those, or other influences on the various subsystems, preliminary modeling processes may be carried out people's choices or their representatives which have adequate qualification and at the same time a high level of awareness of responsibility for decision making.

Introducing mechanisms that will ensure the organization of antientropical (with always increasing quality of understanding) thinking in groups of people of different sizes - from the relationship between two people to the nation and humanity as a whole. A tool that could be effective in achieving the highest level of understanding sees the introduction of a indivisible informative field will be an effective transition to noocracy management.

An interesting approach in this regard, according to which the problem of understanding can be solved. It means: the unification of concepts and terms is used, creating an information field that will create an information discipline which will be responsible for providing quality, honest and timely information dissemination, organization of feedback information, informational security which provides timely appropriate response to the irresponsible actions of the sources of information [10].

Modeling issues, economic development and international law were adequately covered in articles and reports by members of the Club of Rome. By these outstanding scientists and politicians analysis of the most important world problems was held, scientific methods from the point of view of global studies were developed, practical advice was developed, alternative scenarios of a global development were offered [11].

Studies show that in the transition to practical implementation of public administration based on the principles of noocrational control the best in the management should be used, that was created by humanity in the process of civilization, namely the benefit of democratic administration.
These advantages include: the formation of elected government, creation of a condition for the recruitment of prosocial elite ( creation of a " social elevator" ), making conditions for the formation of developed civil society, improvement of the procedural aspects of democracy that make up the complex and ordered system of negotiations within the government, within the society, between government and society, in maintaining confidence of the majority of citizens that such kind of regime capable of ensuring a reliable combination of protection of individual interests and concern of general interest.

The methodological problem of transition can be connected with qualitative correlation between the democratical and the noocracy elements. In ideal situation when transition is done some democratical elements will be displaced by others which are characteristic of the noocracial approach, and the system in the process of transition will have mixed hybridous character. Which character exactly will the system have depends on a variety of factors, the diagnosis and prognosis of which on the first steps can be really hard to make. For example, due to the emergence of the democratic transition, two varieties of hybrid regimes have appeared, which are essentially modern intermediate systems.

F.Schmitter differentiated two kinds of hybridous regimes of democracy transition - "dictablanda" and "democradura" which have certain characteristics [4, p.36]. In cases when liberalization goes without democratization such hybridous regimes is called "dictablanda", in cases when democratization goes without liberalization (when the elections are held, but under conditions guaranteed victory of the ruling party, the exclusion of certain social and political groups from participating in them, or the deprivation of selected citizens from genuine control) such regime is called " democradura" [8]. As a matter of fact, it is a minimalist form of democracy – of dictoration and democration – which can neither follow the democratic demand nor deny the right to be called a democracy.

The efficient mechanisms of the noocracial transit regulation can have outside factors, which are stipulated by the geopolitical terms where there are transit countries in the period of reorganization and which have certain influence on the disposition of political transit. This is called "coherent by terms" ( term was brought in by F.Schmitter, which means the conscious use of compulsion based on special terms of the spread of the profit from the side of he international institutions”) [9].

As it can be seen from the analysis the main vectors of democracy and noocracy development submit to the same laws of development, but it typical of noocracy to have the higher level of development of public relations, consciousness of population, the presence of elites, which will have prosocial motive as their characteristic and which are induced to act by the motive of defense of the group interests and social values.

So, under the influence of the scientific doctrine, philosophical views and philosophical world outlook in the 19-20 centuries the type of public institutions has considerably changed. The new functions of the public and social organizations, which were unknown to the earlier existing countries and societies have appeared. This proves the thesis that a not very clear but scientifically proven and practically implementable methodology of the noocratic transit will inevitably appear under the influence of the steady growth of the scientific world outlook in the minds and conscience of the vast majority of the intelligent humanity. Apart from the scientific substantiation and present preconditions for the realization and implementation of the methodology a conscience and world outlook development is necessary to understand the indisputable truth, which has been formulated 100 years ago.

“First of all a person and humanity are closely connected to the living substance, which inhabits our planet and by no way can’t be secluded from it even by a physical process. This is possible only in the mind”.
