World intellectuals should rally for system work
for solution of Mankind problems

The finding of ways of the solution of the ripened problems facing to Mankind has become the most valuable constructive achievement of the World Philosophical Forum activity. At least the Forum has started the correct organization of activity in this direction. For what, in turn, it is important not to be mistaken from the very beginning with definition of true vectors of this process.
The formal logic of thinking should deduce thereupon on institution of State. However such a way to the planned purpose seems to be deadlock or not the most close and fast at least.
Really, one would think that the scale of problems is so considerable that demands proportional forms of the organization of their solution. Therefore so far as the mankind has put forward till now just institution of State and interstate associations accompanying it as the largest form of self-organization of the activity, it looks quite natural that exactly the states are better fit to solve the problems of all mankind.
However here we come to be in some kind of a turning point where the essentially important question arises in all growth: that is whether it is possible or not to give the State complete control over Mankind.
It appears that the answer should be negative. By analogy with George Clemenceau's popular expression saying that the war is too important issue to entrust with the military, it is a relevant observation that the problems of Mankind are too important issue to entrust with the State.
Certainly, it would be an inadmissible extreme measure to try to manage in this affair without the State at all (the more so, as the states are anyhow already involved in this process). But the opposite situation that almost exclusively the State is engaged in global problems of Mankind looks inadmissible as well.
Nevertheless, the present state of affairs has developed with the big disbalance towards the second of the listed variants. The civil society of the world has obvious merits in the struggle against the environment pollution, mass hunger and epidemics. But in general all non-state actions of universal, global orientation are isolated and weak. They suffer from separation and bad mutual co-ordination.
However, the corresponding achievements of the states of the world look even less impressing in proportion to their much more considerable potential possibilities. Without analysing the reasons of it (that deserves special separate conversation), it is quite enough to ascertain the obvious fact that an absolute domination and a sovereign arbitrariness in the modern world of institutution of State still never became panacea for deliverance of Mankind from all its present troubles. Anyhow, but the institution of State obviously does not cope with an exclusive role of the positive ruler of fortunes of Mankind.
It looks that there is no other alternative but some kind of the golden mean. Within the framework of it the State is destined for still important, but more moderate role in the solution of the global problems.
But then it would be quite natural that exactly the Mankind itself must be engaged in the solution of the problems of Mankind. Nevertheless, just it does not occur now practically.
An objective original cause of such state of affairs lies in the fact that the Mankind has not undergone a process of its own institutionization.yet. It is already a category, but not at all an institution yet. Therefore, while the modern State as mature public institution has potential possibilities to operate in interests of Mankind, but lacks an internal requirement to do it owing to the corresponding nature of this category, the Mankind, on the contrary, although possesses such a requirement, but obviously has no appropriate possibilities.
There are two possible ways to settle this contradiction.
The first way implies that the states should rise up to comprehension of necessity to operate in interests of all mankind. But then they should overcome more narrow and scanty essence of their own category. Objective world processes go in this direction, but it is rather painful and difficult. That does not exclude, however, the principal possibility in any case to promote positive regeneration, modernization of institution of State in this specified sense.
The second: way means that the institutionization should be introduced into the category of Mankind. Then the Mankind himself can provide protection of his own interests. Only an introduction of the necessary organizational basis and transformation of the Mankind into the global social institution are capable to mobilize and realize the enormous internal potential of Mankind on self-rescue lying while in vain.
Both on the first and on the second of these ways the intellectual elite of the world could play especially constructive key role. It (and only it) is capable to be the concentrated exponent and the representative of interests of Mankind in general, Mankind as a whole, potentially incorporated Mankind. However, the intellectual elite itself needs to be adequately released from his particular national-state chains for complete performance of this mission.
The modern situation creates necessary preconditions for that.
So, the modern process of globalization proceeding all over the world should serve as an objective historical basis of it. For the time being the world economic side of globalization is especially dynamical and appreciable. But globalization has also a doubtless humanitarian aspect. As a matter of fact, in itself just our Forum is also one of external displays of this humanitarian component of globalization. However it, this component, deserves much more intent and deep scientific attention in order to reveal up to the end (or, that is even still better to try to increase and direct to the necessary channel) all its possibilities for use in interests of all mankind.
The technical side of the matter is provided, in close connection with globalization, by the world computerization, Internetization and information revolution. On this basis was already actually generated the virtual intellectual community of individuals of the whole planet, the main laws of functioning of which more and more distinct become a freedom of self-expression, full scope for creativity, independence of opinions, internationalism of interests, genuine humanism - just all that an official power and official science lacks.
It is exactly the very additional creative resource ripened inside the mankind which gives him a powerful new chance of self-rescue.
It seems that this chance could be realized first of all through working out of a program of actions in a kind, say, of the Conception of development of mankind. This document is intended to formalize not so much even present troubles of mankind and tendencies of their development, as mainly ways of the solution of global problems.
The Conception should become the result of collective thinking of intellectuals of the whole world. The mankind is not doomed until is capable to put forward out of it’s own midst those worthy representatives who with full comprehension of their individual responsibility for fortunes of all people of our planet and understanding of the corresponding creative potential in themselves are ready to work in this field even disinterestedly, without material compensation.
The Conception proper should be based upon the following main principles of its working out.
Firstly, vitality and working capacity. Just here appears again the question of the State’s participation. Certainly, the Conception has not the right to ignore and should consider this institution too. But moreover the Conception is intended to show ways of how to initiate each separate state for as much as possible active positive work in interests of the whole mankind in order to correctly dispose of cumulative national wealth of the planet.
Secondly, systematic and integrated approach. The Conception should provide the general approach to all problems taking into account their priority, mutual subordination and interdependence to develop from these positions a complete set of corresponding measures.
Thirdly, efficiency and self-repayment. Certainly, finally the future survival and perfection of life of the mankind will be the most important effect. But on a way to this prospect it is desirable and even necessary to achieve current equation of expenditures of resources into actions and useful return from them for indemnification and even augmentation of these resources.
Fourthly, flexibility and manoeuvrability. The Conception should yield easily enough to transformation and perfection depending on the further course of events especially those of them which are difficult to predict. Besides, it is impossible to exclude that the authors of the Conception should make more exact and even reconsider some their own views later on, and it is necessary that they could do it without prejudice to the main, basic content of the document.
Fifthly, ability to resist risks. It is necessary to put into the Conception mechanisms of management of both potentially possible and unforeseen threats. Especially important seems to be the ability of correct and timely forecasting of risks. The necessity of it has become still more urgent in the light of natural cataclysms occurred this summer not only in our country, but all over the world too.
Besides these principles, the creation of the Conception requires correct criteria of working out of corresponding measures. Of course, all these criteria should arise against the general background of understanding of a certain ideal global arrangement of mankind in the future. However more realistic is to resort to stage-by-stage planning (some kind of the “minimum program” and the “maximum program”) understating somewhat a level of requirements in the beginning. In other words, it will be necessary to develop the integral whole of the perspective purposes and the tasks by turn.
Preparation of the Conception of such a universal character the more so, as in the collective way, aggravates a methodological problem of maintenance of integrity and address orientation of the whole complex of planned actions. For this purpose it is necessary to choose a certain key element or else some kind of a kernel, around and concerning which will be conducted a working out of the corresponding theoretical material. In the light of its thematic character exactly for the Conception of development of mankind such a central “foothold” should be an individual human person.
For working out of the Conception an essential importance has the dual, namely material and spiritual, nature of the human person. In compliance with it two main directions should prevail in the Conception. On the one hand (material) it is an economy. On the other hand (spiritual) it is a morality.
Exactly within an individual human person both the purpose of development of mankind and means of achievement of this purpose are combined in a definitive and purest state. If each individual becomes wiser, more professionally qualified and more morally clean, the useful return both for him and for the whole mankind will raise.
That is why in interests of the further development and perfection of mankind the priority importance gains the upbringing and educational system operating in the different countries of the world. But just in this sphere many intellectuals already work now or are potentially capable to work. Thereby for them objectively there are favorable preconditions that intellectuals could increase the salutary influence on correct formation and perfection of each human person among broad masses of the population of the planet.
So, the world intellectual elite already now could start to work under the solution of problems of mankind in the more rational and effective, really proper way, doing it deep into by means of working out of the Conception of development of mankind and in breadth by means of corresponding upbringing and education of population
Carrying out of this work of such an unprecedented large scale and new quality is facilitated by the circumstance that certain corresponding work for this is already done.
So, for example, as far as the Conception is concerned, one of its important sections could be some kind of the Constitution of the mankind. However already now there are two documents which are capable to form base for working out of corresponding positions of the future global Constitution. One of them is the Declaration of human rights developed by the United Nations. The second document is the Declaration of human duties developed by I.I.Kondrashin.
As far as the work in the area of upbringing and education of people is concerned such activity objectively cannot be carried out without due direct monetary expenses. But just now a certain splash in charity from the richest people of the world is observed. The most evident and well-known example of it is Bill & Melinda Gates Fund. It seems to be quite natural and justified to try to combine these two circumstances.
Despite of all these and other preconditions, further progress in the Forum activity is capable to organize, order and accelerate even better all this process. Moreover, it is required to group also a certain mechanism of the further coordination and orientation of efforts of all participants of such activity. If the Forum copes at least with this mission even then it will execute the destination and will justify the carrying out.
